You're pretty much stuck with the super, or rather stunning version of the skill. It used to be, drop a super card and you can use the tough version of the card as long as you have the elite, but card dropping is no more.

Witherald on Discord made a suggestion of equipping stunning along with tough versions when holding a super, but it's not confirmed to be added atm.
